A month after the tragedy that devastated most parts of Benguet, the families that are most affected are scrounging around trying to rebuild their lives. After the sorrowful lamentations of having to lose family members and properties, the slow and painful process of starting again from scratch and the will to hang on to sanity is a fight against self itself.

ShelterBox and Rotary Club of La Trinidad took the hazardous roads of Halsema on All Saints Day and All Souls Day to deliver and install the much needed temporary shelters to Mankayan, Benguet and the Mountain Province. Rachel Simpkins (UK), Greg Moran (Australia) and ShelterBox Teamleader Ron Noseworthy (Canada) together with Rotary Club International District 3790 and Rotary Club of La Trinidad delivered a total of 46 shelterboxes, 28 to Mankayan and 18 to the Mt. Province.

The awards night for the Cine-Indie National Short Film Competition on the Millenium Development Goals (MDGs) was held on October 16, 2009 at the Cultural Center of the Philippines. It has 13 citations in 5 different categories. As a backgrounder, this competition was created to highlight the mission, vision and goals of the MDG as signed during the Millenium Declaration when the largest gathering of world leaders from 189 countries met for the United Nations General Assembly in September of 2000. The declaration was based on the fundamental values of freedom, equality, solidarity, tolerance, health, respect for nature and shared responsibility. From these values now comes 8 basic goals to be realized by the year 2015.

La Trinidad, Benguet. The ShelterBox team members arrived on the evening of October 16, 2009 at the Benguet State University grounds with initial 32 pieces of ShelterBox Kits. They were earlier transported from Antipolo to Clark Air Base and transported to Baguio City via military trucks. Joining the team are Rotary members of Baguio City and La Trinidad who assisted them.

President Gloria Macapagal Arroyo signs into law RA 9720 elevating ISCAF to Ifugao State University (IfSU) at the Malacañang Palace. The ceremonial signing was witnessed by Ifugao Congressman Solomon R. Chungalao (extreme left of the front row), CHED Chairman Emmanuel Y. Angeles (extreme right of the front row), and ISCAF Officials headed by ISCAF President Dr. Serafin L. Ngohayon (middle of the back row).

Malacañang Palace, Oct. 14, 2009 – President Gloria Macapagal Arroyo signed Republic Act (RA) 9720 ushering the elevation of the Ifugao State College of Agriculture and Forestry (ISCAF) into Ifugao State University (IfSU), the only state university in the Cordillera Region enacted by congress. The signing ceremony was witnessed by Congressman Solomon R. Chungalao of the Lone District of Ifugao, Chairman Emmanuel Y. Angeles of the Commission on Higher Education (CHED), and Dr. Serafin L. Ngohayon, the incumbent President of ISCAF.
Prior to becoming a city, Baguio became a town of Benguet on Nov. 22, 1900 through act No. 48.
