The awards night for the Cine-Indie National Short Film Competition on the Millenium Development Goals (MDGs) was held on October 16, 2009 at the Cultural Center of the Philippines. It has 13 citations in 5 different categories. As a backgrounder, this competition was created to highlight the mission, vision and goals of the MDG as signed during the Millenium Declaration when the largest gathering of world leaders from 189 countries met for the United Nations General Assembly in September of 2000. The declaration was based on the fundamental values of freedom, equality, solidarity, tolerance, health, respect for nature and shared responsibility. From these values now comes 8 basic goals to be realized by the year 2015.

These goals in turn inspired Ramon Mapa, the Executive Director of the People’s Initiative for Learning and Community Development (PILCD) to create a short film highlighting the ever pervasive problem of education in the rural areas. He chose a remote village in Pasdong, Atok, Benguet as the venue for the project. This entry won him an award for best Short Feature Film.
“RECESS” as Mapa’s story is entitled, tells of the story of Joan and Rochelle, both grade three pupils in Barangay Pasdong. These girls and most other students in that place have to walk the miles to get to school. The hazards and pains of trekking the routes pose a detrimental factor in the education system of these children. Most would often drop out of school before they are even done with the year. No matter their longing to finish school these hazards and most other unidentified causes deprive them of their right to education.
By creating this film, Mapa hopes to circulate it to be able to reach out to the proper agencies and entities. He hopes to show everybody the importance of education and the impact it would have to the children and their future. As quoted now and again, the children would someday grow up to be the leaders and creators of the next generations. With MDGs goals, hopefully the problems of “Joan and Rochelle” and the horde of pupils not mentioned but experiencing the same dilemnas would find reprieve. And hopefully too the target of achieving the much needed developments set during the Millenium Declaration be realized even before the year 2015.
