Lomon, Kapangan. 500 beneficiaries will enjoy the fruits of the 4Ps program in Kapangan. The 4Ps stand for Pantawid Pamilyang Pilipino Program, a poverty reduction and social development strategy of the national government that provides conditional cash grants to extremely poor households with the primary goal of improving their health, nutrition and education particularly of children aging 0 to 14 years old. The program was conceptualized and implemented in 2003 during which time residents of the poorest municipalities were surveyed for possible inclusion. In Benguet only Kapangan, Bakun and Kabayan were chosen from the 13 municipalities. In November 2009 the Memorandum of Agreement (MOA) was signed in Malacanang between the recipient provinces and then Pres. Gloria Macapagal Arroyo to include 500 recipients each from the 3 municiplaities spanning 5 years aide to all the families chosen. The program is being coursed thru the local Department of Social Welfare and Development (DSWD) who would be in charge of monitoring the recipients on a regular basis.
Dr. Marlon Baso, Municipal Social Welfare and Development Officer (MSWDO) of Kapangan, explained that the aide program gives out P6,000 cash grant annually per family broken down to P500 per month to cover health and nutrition expenses and P300 monthly allowance per child for education. Good thing is a household with 3 qualified children receives a subsidy of P1,400 a month during the schoolyear as long as all the conditions are complied with. The grants are conditional in ways that every recipient household should comply with all requirements else they would be suspended from the program or totally taken out of the list.
The households included in the Kapangan program are broken down as follows; Brgy Balacbac – 41, Beleng-belis – 42, Cayapes - 25, Cuba – 46, Datakan- 92, Labueg – 70, Poblacion-Central – 52, Pongayan – 51, Pudong – 46 and Sagubo – 34.
Coursing the cash thru Landbank, the families got their first cash subsidy last June 17, 2010 for the months of November to December 2009 and the second last July 13 covering the months of January to March, 2010.
Mt.Pulag, the second highest mountain the Philippines (2,792m) – just a few feet lower than Mt.Apo, the highest mountain – is found in Benguet. Its peak is located in Kabayan.
